In order to be considered fluent in English, a student must meet three criteria. First, the student must score Early Advanced or Advance on the CELDT test. Second, the student must score Proficient or Advanced on the CST tests, given in May. Third, the student must maintain at least a C in all core classes. The CELDt test is important in measuring English fluency, but it will not be a part of the classroom grade.
